Our first Christmas we had a 6month old then our second christmas we had an 18month old and a 3month old so it was rough but they played with each others toys. Last year I got my youngest a "Go & Grow Giraffe" that is a chair when facing backward and a rocking giraffe to ride when facing forward. I think that I would go for a security type plush, maybe something he can sleep and cuddle with? You can even wrap up things you'd need anyways, like diapers, wipes, etc. Because your little one won't know the difference yet and it'll even out the number of gifts.
